Zionsville Town Council defeats Woodland Grove PUD on second attempt

ZIONSVILLE — For the second time in two years, the Zionsville Town Council has voted down a development project along a rural stretch of U.S. 421. A planned-unit-development rezoning for Woodland Grove at U.S. 421 was defeated 5–2 on May 4.

The project, brought by Pittman Partners, sought to rezone 51 acres from rural agriculture to a PUD allowing commercial space along U.S. 421, a series of townhomes, 53 single-family homes behind them, and a 5-acre nature area with walking trails.

Voting against the rezone: Tim McElderry, Joe Stein, Craig Melton, Jason Plunkett and Brad Burk. Voting in favor of denying the project: Evan Norris and Sarah Esterline Sampson — both of whom had earlier voted to continue the proposal to a future meeting before that motion was defeated.

The vote came after a public hearing that filled the Zionsville Town Hall meeting room and spilled into the hallway, with more than 50 attendees standing. Most were there for Woodland Grove. Residents speaking against the project cited density, traffic, and the project’s fit for what is the town’s rural service area.

Woodland Grove had received a favorable recommendation from the Zionsville Plan Commission after multiple revisions before reaching the council.
