Lebanon defends LEAP water plan amid Indianapolis council inquiries

LEBANON — The City of Lebanon issued a formal response on April 13 to the Indianapolis-Marion County City-County Council, addressing questions about the Lebanon Utilities-Citizens Energy Group wholesale water supply program and wastewater infrastructure improvements connected to the LEAP Innovation District in Boone County.

Mayor Matt Gentry said the city remains committed to transparency on the project but pushed back on what he characterized as misinformation circulating about the development.

“We welcome constructive dialogue with our neighbors, but it must be grounded in reality rather than speculation,” Gentry said in the city’s statement. “The City of Lebanon has been, and will remain, transparent throughout this process.”

According to the city, final discharge locations for the wastewater infrastructure remain under “active, data-driven evaluation.” All planning is subject to state and federal permitting, and industrial users connected to the system will be required to meet pretreatment standards before discharging into the city’s collection system.

Lebanon Utilities maintains project pages with current information at lebanon-utilities.com/water-projects and lebanon-utilities.com/wastewater-projects. The city’s full response letter to the Indianapolis council is available as a PDF.
